Calif. utility to face regulators over fatal blast
SAN FRANCISCO (AP) -- State regulators were expected to decide as soon as Wednesday how they would sanction the California utility under fire for a deadly explosion on a natural gas pipeline, segments of which the company said it was missing key safety records.
Among the options that the California Public Utilities Commission could consider was whether to require Pacific Gas & Electric Co. to conduct expensive, time-consuming tests on its transmission lines, which run through some of the state's most populated areas. It also has said levying fines was a possibility.

Turkey Opposes Sanctions Against Libya, Contradicting its Western Allies
Pro-government forces in Libya are escalating their attacks on rebel forces. The increasing violence is fueling talk for tough sanctions and the enforcement of a no-fly zone against Libya and its leader, Moammar Gadhafi, both in the European Union and the United States. But Turkey, an EU applicant and NATO member, is voicing strong opposition to such moves.
Despite the increasing numbers of casualties in Libya, the Turkish government is robustly opposing sanctions and any kind of military intervention into the deepening the crisis, including a no-fly zone. Turkish Foreign Minister Ahmet Davutoglu claims such intervention would be counterproductive.

Lucas leads Michigan St past No. 9 Purdue 74-56
INDIANAPOLIS (AP) -- Kalin Lucas scored a career-high 30 points to help Michigan State beat No. 9 Purdue 74-56 on Friday in the Big Ten tournament quarterfinals.
Lucas tied a career high with four 3-pointers for the Spartans (19-13), who greatly improved their chances of receiving an NCAA tournament bid. Michigan State had a 14-11 record on Feb. 15 and was in danger of being left out of the field after reaching the Final Four the past two years. But now the Spartans have won five of their past seven games.

Apple fans line up to buy first batch of iPad 2s
SAN FRANCISCO (AP) -- The updated version of Apple Inc.'s iPad tablet computer went on sale Friday afternoon, and was greeted by the now-familiar lines of buyers outside Apple stores.
The Cupertino company opened online sales of the iPad 2 at 4 a.m. Eastern time, well before they became available in East Coast stores at 5 p.m. They were set to go on sale nationwide at the same hour, local time.
Apple fans, as usual, were eager to get their hands on the device as they waited at the company's Apple's Fifth Avenue store in New York. The line of customers, including some who traveled from Japan and Russia, snaked through the street-level plaza above the subterranean store while bystanders gawked at the crowd.

Karl signs extension with Nuggets
DENVER (AP) -- Two weeks after Carmelo Anthony punched his ticket out of town, Nuggets coach George Karl signed his own long-term extension to stay in Denver.
Karl signed on for three more seasons Tuesday. His deal has been in the works for months but took a back seat to the season-long negotiations to trade Anthony, who was dealt to the New York Knicks two weeks ago.
"We're very excited," general manger Masai Ujiri told The Associated Press. "George has always been a priority, and we had a lot going on this year. But he's a Hall of Fame coach and he's been a winning coach with us and we're excited about the future."

India's Supreme Court ruled on Monday that life support can be removed for some terminally ill patients, allowing what is being called "passive euthanasia."
The court however rejected a plea to end the life of a woman who has been in a vegetative state for 37 years.
The Supreme Court judgment came in connection with the case of a former nurse, Aruna Shanbaug, who has been lying in a Mumbai hospital since she was brutally raped in 1973 at the age of 23.

UN Urges Review After Airstrikes Kill Afghan Children
The United Nations is calling on the United States and NATO to reconsider the use of airstrikes following the deaths of nine children in Afghanistan earlier this week.
U.N. envoy for children and armed conflict, Radhika Coomaraswamy, called the incident a "cause of serious concern." She also called on the U.S. and NATO to ensure they take all necessary precautions in what she described as a volatile and complex situation.

Egypt's military leaders say they have chosen former Transport Minister Essam Sharaf as the new prime minister, after a holdover from ex-President Hosni Mubarak's tenure resigned.
